DUTIES HANDBOOK
ADMINISTRATOR:
ASSISTANT TO THE PRESIDENT
The Assistant to the President reports directly to the President and is
responsible for assisting and supporting the President in the execution
of his/her duties and responsibilities.
Responsibilities:
Assist the President in planning and implementing
the President’s plans and programs.
Act as the President’s representative at community
and University functions when deemed necessary by the President.
Communicate in writing and orally as directed by
the President on behalf of the President with community leaders,
alumni, and others.
Provide assistance to the President in researching,
preparing letters, and drafting articles which are to be made public.
Coordinate under the President’s direction,
projects, events, arrangements, and publicity for the University public
and community relations.
Assist in the storage and retrieval of records in
the President’s Office.
Be knowledgeable about all matters and issues of
the President and the Office of the President.
Serve on the President’s Cabinet and Administrative
Council.
Travel with and assist the President on official
University trips as needed.
Serve as University Counsel.
Perform other duties as assigned by the President.
Organizational Structure:
The following administrators report directly to the Assistant to the
President:

Director of Human Resources
ADMINISTRATOR: CHIEF OF POLICE
The Chief of Police reports directly to the Assistant to the President
and is responsible for supervising, directing, and coordinating
personnel and activities to maintain a safe and orderly environment for
the University’s students, faculty, staff, and visitors and to
establish, promote, and maintain campus security and property
protection programs.
Responsibilities:
Establish operational procedures for activities
such as fire prevention and firefighting, traffic control, guarding and
patrolling physical property, orienting and monitoring of personnel
involved with classified information, and investigating accidents and
criminal acts.
Confer with representatives of management to
formulate policies, determine the need for programs and coordinate
programs with campus activities.
Confer with representatives of local government to
ensure cooperation and coordination of campus activities with law
enforcement and firefighting agencies.
Interpret security rules and direct subordinates in
enforcing compliance.
Respond to calls from subordinates to direct
activities during fires, storms, riots or other emergencies.
Develop campus safety policies and procedures.
Participate in the coordination and development of
risk management policies and procedures.
Cooperate with police, fire and civil defense
authorities in problems affecting the University.
Select and train subordinates in protective
procedures, first aid, fire safety and other duties.
Regulate traffic and parking on campus by
coordinating with the Assistant to the President and the Traffic
Committee.
Investigate reports of thefts of personal and
University property. Cooperate with the University Property
Officer in seeking to locate missing items.
Plan and implement the University safety program
and function as the campus Safety Officer.
Perform other duties as assigned by the Assistant
to the President.
ADMINISTRATOR: DIRECTOR OF HUMAN RESOURCES
The Director of Human Resources reports directly to the Assistant to
the President and is responsible for all phases of personnel procedures
and oversees all payroll functions.
Responsibilities:
Assist departments in the hiring of all non-faculty
positions.
Ensure that appropriate policies and procedures are
followed and that all personnel action and justification forms are
received.
Advertise available staff positions on campus.
Maintain accurate and visible records for EEOC and
Affirmative Action reporting.
Issue letters of employment for all staff personnel.
Conduct orientation for new employees.
Interpret personnel policies, regulations, and
standards for employees.
Administer fringe benefit programs and retirement
procedures.
Administer the workers’ compensation program.
Establish staff development programming.
Oversee all payroll functions, including:
Preparation of payroll, upon receipt of proper
documentation from campus departments;
Processing information for Information Technology
Services for check writing and related payroll withholdings;
Preparation of Federal and State reports for
employee withholdings, including issuance of W-2 forms; and
Distribution of payroll expenses and fringe
benefits by departmental codes.
Maintain current and accurate job descriptions for
all staff positions.
Coordinate the employee evaluation program.
Act as Policy Statement Coordinator, responsible
for distribution of University Policy Statements and keeping track of
scheduled reviews of policies.
Maintain up-to-date university organizational chart.
Perform other duties as assigned by the Assistant
to the President.
