University Administration Actions

Dr. Limbert approved the Council Actions from the September meeting concerning the following:

College of Education and Human

 Culinary Arts Institute

Council Actions:

College of Arts and Sciences

Tom Richardson presented the proposals for the College of Arts and Sciences.

-          Proposal to Offer a New Course, IS 499 Interdisciplinary Studies (IS) Capstone

This course is needed in order to provide an avenue for students to connect the various disciplines of study in a meaningful way and to provide one means of evaluating learning outcomes for the degree.   Pat Donat made the motion to accept the proposal with the following changes: The effective date will be changed to Fall 2008, more detail will be added to the instructional methods section so that the components required for credit will be clear, and the prerequisite will be changed to “senior standing and approval of the Dean of Arts and Sciences.”  Dionne Fortenberry
seconded the motion and it was passed unanimously.

-          Proposal to Offer a New Undergraduate Degree Program, Interdisciplinary Studies

This degree draws on existing courses across the University except for a capstone course that will be taken in the student’s final semester.  It will provide students with a coherent and rigorous but flexible course of study that will allow students to combine two or three academic disciplines to meet a clearly defined intellectual or professional goal.  An interdisciplinary Studies Committee, composed of faculty representatives from all colleges, will oversee student performance and advise the Dean on program review.   Cay Lollar made the motion to accept the proposal; Rex Bruington seconded the motion and it was passed unanimously.

College of Education and Human Sciences

Youn Mi Lee and Dorothy Berglund presented the proposals for the College of Education and Human Sciences, Department of Psychology and Family Studies.

-          Proposal to Offer a New Course, FS 382 Theories in Family Studies

This course supports the Certified Family Life Educator program, specifically in two sub-areas; internal dynamics of families and family life education methodology.  Cay Lollar made the motion to accept the proposal with the following changes: The effective date will be changed to Fall 2008.  Pat Donat seconded the motion and it was passed unanimously.

-          Proposal to Modify an Existing Course, FS 335 Management of Family Resources

This course is an introductory course in Family Resource Management and requires a basic level of academic writing skills for the class assignments.  By changing this course to 200-level, Family Studies students would be advised to take this course along with other 100 and 200 level courses.   The course will become FS 225 and will require a change in course level and a change in the course description.  Pat Donat made the motion to accept the proposal with the following changes: The effective date will be changed to Fall 2008.   Dionne Fortenberry seconded the motion and it was passed unanimously.

-          Proposal to Modify an Existing Course, FS 401 Families and Public Policy

In order to complete the writing requirements as a satisfactory level, students must be able to write papers using APA style.  In addition, in order to understand the policy development process, students need to take SOC 305.  The course will have a change in prerequisite to now include PSY 201 (Introduction to APA Style) and SOC 305 (Marriage and the Family).  Cay Lollar made the motion to accept the proposal with the following changes: The effective date will be changed to Fall 2008 and there will be an indication that a C or better grade is required for the course to fulfill the prerequisite requirements. Dionne Fortenberry seconded the motion and it was passed unanimously.

-          Proposal to Modify an Existing Course, FS 425 Program Planning and Evaluation

This course will become FS 465 and will require a prerequisite change and a change in course description.  Course numbers cannot be lower than any prerequisite course.  PSY 454 and 455 were added to help students understand the process of research so that they can better conduct needs assessments and program evaluation.  Pat Donat made the motion to accept the proposal with the following changes: The effective date will change to Fall 2008 and additional prerequisites of PSY 454 and PSY 455 will be added to the proposal.  In addition, there will be an indication that a C or better grade is required for the prerequisites.  Dionne Fortenberry seconded the motion and it was passed unanimously.

-          Proposal to Modify an Existing Curriculum for Psychology and Family Studies

The proposal was to replace the required course FS 342, Issues in Consumerism, with BU 240 Personal Finance.  BU 240 will provide FS students with an alternative to FS 342, which was deleted from the curriculum.  Cay Lollar made the motion to accept the motion with the following change:  The effective date will change to Fall 2008.  Dionne Fortenberry seconded the motion and it was passed unanimously.

-          Proposal to Modify an Existing Course, FS 402 Professional Issues in Family Studies

The proposal was to renumber the course to FS 203 and drop the course level from Senior to Sophomore level.  In addition, the current prerequisite of FS 103 will become a corequisite of FS 203 and the course description will change.  The committee pointed out that the course description for the proposed new course, FS 203, is a duplication of the content that is currently listed in the Bulletin for FS 103.  Dr. Berglund and Dr. Lee said that they later planned to delete FS 103 because the material taught in the class recently is not the same as stated in the Bulletin.  They said that students complain that the material as it is currently taught in FS 103 is a duplication of SOC 305 which is also required for the major. It was recommended that the better option may be to present a proposal to delete FS 402 and to use the current course FS 103 and to retain the current course FS 103 using the course description printed in the Bulletin rather than adding the proposed FS 203 course since it appears to cover the same material.

This proposal was tabled.

-          Proposal to Delete an Existing Course, FS 205 Child Growth and Development

The proposal was to delete the course because the course content is duplicated in PSY 206, Human Growth and Development, and PSY 302, Child Psychology (which is substituted for FS 205 by family studies majors).  The committee was concerned about how this change will impact the articulation agreement between IHL and the Mississippi Community/Junior Colleges. It was recommended that this be evaluated before the change is made.  In addition, FS 205 is a required course for the Family Studies minor.  A change should be made in the FS minor before this course is deleted.

[FS 205 is not listed in the articulation agreement.]

This proposal was tabled.

-          Proposal to Modify an Existing Course, FS 468 Parenting in Contemporary Society

The proposal was to change the prerequisite from FS 205 (Child Growth and Development) to PSY 201 (Introduction to APA style) and PSY 206 (Human Growth and Development).  In addition, the course description would change.  It was pointed out by the committee that FS 468 is a required course for the Family Studies minor and PSY 201 is currently not a required course for the Family Studies minor.  There are several Speech Language Pathology majors with a minor in Family Studies.  This would be a “hidden” required course if the minor is not changed.

It was recommended that the Family Studies minor be revised before implementing this change.  Also, it was recommended by the committee that the revised proposal include a notation that a C or better grade is required for the prerequisites for the course.

This proposal was tabled.

-          Proposal to Modify an Existing Curriculum, Psychology and Family Studies

The change is needed to more closely reflect the course requirements for the National Council on Family Relation’s Certified Family Life Educator program.  The change in this proposal was to remove FS 205 as a required course for the major.  Cay Lollar wanted to check the Articulation Agreement between IHL and the Mississippi Community/Junior Colleges to see what impact the deletion of FS 205 will have.

This proposal was tabled.  Cay Lollar will check on the Articulation Agreement and will notify the Dr. Rick Millikin, Department Chair of Psychology and Family Studies.

-          Proposal to Modify an Existing Curriculum, Psychology and Family Studies

The Department of Psychology and Family Studies asked for this proposal to be tabled at this time.  There was no discussion about this proposal.

Final note about Family Studies:

There was some concern from the UCC that so many Family Studies changes were coming through and the committee did not completely understand the context for changes.  It would be very helpful if the committee could see a document that provides an overview of the changes that will be proposed. The committee believes it would help them make informed decisions and could limit the number of questions and the amount of discussion needed in the meetings.

College of Education and Human Sciences

Mark Bean presented the proposal for the College of Education and Human Sciences, Department of Health and Kinesiology.

-          Proposal to Offer a New Course, HKC 102 Concepts of Physical Fitness

This course would meet the “developing personal well being through physical activities” component of the core curriculum.  Students would no longer be required to take 2 HK/HKC activities (pending all approvals).  There were questions about the contact time (50 minutes plus 60 minutes independent activity for a two-hour course) and how the faculty would evaluate outcomes as students would simply sign in at the Pohl/Stark complex two times each week for a minimum of 30 minutes per visit and faculty would only be able to review sign-in/sign-out sheets.  Currently one-hour activity courses have 150 minutes of contact time.  In addition, the current core requirement is two one-hour courses not one two-hour course.  It was recommended that this proposal be tabled until the core curriculum is changed and the contact time and mechanism for documenting progress toward meeting student learning outcomes can be more clearly specified.

This proposal was tabled.

Old Business

Dee Dee Larson mentioned that we still have not elected a Vice Chair of UCC.  The next college in line to be Chair would be Education and Human Sciences.  The representatives from this College are Golda Vandiver and Lillie Smith; however, Dr. Smith has been unable to attend any meetings this year and Ms. Vandiver is scheduled to rotate off of UCC this year. In addition, this is Dr. Smith’s first year to serve on the UCC.  Thus, the committee felt it would be difficult for her to be chair next year.  The next College in line was the College of Nursing and Speech-Language Pathology.  Even though she was scheduled to roll off of UCC next year, Donna Burlingame graciously agreed to be Vice Chair for this 2007/2008 school year and the Chair for the 2008/2009 year.  We will come back to the College of Education and Human Sciences next year.

New Business

We discussed the possibility of changing the meeting time from 2:00 p.m. to 1:30 p.m.  By a unanimous vote, the meeting time was changed to 1:30 p.m.  This change will take effect in the 2008 meetings.  The December meeting will remain at 2:00 p.m.

Adjournment

Dr. Dee Dee Larson adjourned the meeting.

The next meeting will be Friday, December 7, 2007, at 2:00 p.m. in the Welty Board Room.
