Staff Council

CONSTITUTION AND BYLAWS

 

ARTICLE I

NAME

The name of this organization shall be the Mississippi University for Women Staff Council, hereinafter referred to as Staff Council.

 

ARTICLE II

PURPOSE

The purpose of the Staff Council shall be:


 


ARTICLE III

MEMBERSHIP

 

All full-time and part-time staff who have been employed by the University for at least one year shall be eligible to serve as representatives on the Staff Council with provisions made for vacancies understanding the following exceptions: members of the Executive Committee, employees eligible for faculty awards and Mississippi School for Math and Sciences employees.  Employees of contractual services will be reviewed for eligibility.

In addition, any employee eligible for membership on the University Faculty Senate shall not be eligible for membership on the Staff Council.  Officers will be elected from the active membership of the Staff Council.

Members will be selected from the categories listed below.  The Staff Council will periodically review, at least every three years, these categories to make any necessary adjustments for fair and proportionate representation. The number of members for each category will be determined based on the EEOC listing as of May 30th each year.  This list will be obtained from the Office of Human Resources.

  • Executive, Administrative and Managerial

  • Professional non-faculty

  • Clerical and secretary

  • Technical and paraprofessional

  • Skilled Crafts

  • Service/Maintenance
     


The duties of the Staff council members:

 

ARTICLE IV

Election Committee

The President of the Staff Council shall appoint an Election Committee  to provide the details of elections to the Staff Council.  The Committee shall follow the prescribed procedures for elections.  Terms of office shall be for two (2) years.  If a Staff Council member resigns during a term, another staff member from the same category who applied for a position shall fill the vacancy, or the Staff Council President may appoint a person with recommendation from the Staff Council.
 
 

Application Procedures for Personnel Categories

During the month of June a Staff Council Membership Application will be made available to each staff employee.  The membership application must be returned to the Election Committee in a timely manner before the next scheduled meeting.

An election ballot will be prepared according to the membership applications received by the Election Committee.  Ballots will be given to the Staff Council members for voting.  The Election Committee will tabulate the ballots.  The individual(s) with the highest number of votes will be elected representative(s).  In the case of a tie for the last representative position in a category, the current Staff Council will break the tie.

 

ARTICLE V

Officers

Officers of the Staff Council shall be President, Vice-President, Reporter and Secretary/Treasurer.  The past President also will serve as ex-officio officer.  The Staff Council at the first meeting of the new fiscal year shall elect officers.

Duties of Officers

The President of the Staff Council shall serve as the presiding officer at all meetings, appoint election committee members and any other committee members as needed.  Staff Council President shall serve as a representative to the Mississippi Association of Staff Council Organizations (MASCO) and as a representative to the University Administrative Council. 

The Vice President of Staff Council shall serve as presiding officer in the absence of the President and perform other duties as assigned.

The Secretary/Treasurer shall keep an accurate record of all proceedings of the Staff Council, conduct all correspondence of the Staff Council with the approval of the President, maintain a record of attendance, and perform other duties as assigned.

The Reporter shall be in charge of  releasing information and announcements to the appropriate media representatives.  

 

ARTICLE VI

Executive Committee

The Executive Committee shall consist of the President, Vice President, Secretary/Treasurer of the Staff Council and the immediate past President who will serve as an ex-officio member.  The Executive Committee will be responsible for setting meeting agendas, holding meetings as needed, and providing direction for Staff Council activities. The President will, serving as budget manager, oversee purchases from the Staff Council budget up to $100.  At least 51% approval of Staff Council must be reached for purchases above $100.

 

ARTICLE VII

Meetings

The Staff Council will meet at least once a month.  The council members will decide the location, date and time of the meetings.  Additional meetings may be held as needed and as called by the Staff Council President.  Meetings may also be called upon the request of the President of MUW.  The Staff Council President, with the consent of the Staff Council Executive Committee, may change the date of a general meeting no later than (3) business days prior to the general meeting date.

Members are expected to attend all meetings.  Any Staff Council member who misses three consecutive regularly scheduled meetings without first notifying the Secretary and giving explanation for the absence will be replaced.  The Staff Council President may appoint a replacement with recommendations from and approval by the Staff Council.

Roberts Rules of Order, newly revised, shall be the parliamentary authority.

A quorum shall consist of two-thirds (2/3) of the members of the Staff Council representatives.  No vote shall be taken in the absence of a quorum.

 

ARTICLE VIII

Amendments

Any amendments to the constitution and bylaws shall be proposed by MUW Staff, in writing, to the Staff Council at least seven days before the meeting during which it is to be presented for a vote.  Proposed amendments will be considered by the Staff Council for a vote.  A two-thirds vote of Staff Council is necessary for approval of amendments.  Amendments shall become effective as soon as the affirmative vote has been certified.

 

ARTICLE IX

Non-discrimination

Mississippi University for Women does not discriminate on the basis of race, sex, age, color, religion, disability, or national origin.
