Staff Council Meeting Minutes
April, 24, 2003

Meeting Called to Order by Heather Hannah 

Minutes received via email-Council chose to forgo the reading of the minutes. 

Budget Expenditures:

$64.80- MASCO travel 
PJ’s Smokehouse- Cancelled

Discussion of Budget By-laws 

A council member raised a question about the status of the Constituation/By-Laws; are the by-laws currently approved or a draft version as stated on the website. 

Election bylaws viewed by some members as being too vague. May need to be updated.  It was noted that all changes to by-laws must be approved by all staff members. 

Budget- All expenditures approved by Staff Council? 
  -Discussion of forming a Budget Committee 

Current balances of Budget:

During discussion of current budget balances, it was noted that the MASCO chair is supposed to attend all IHL meetings. 

A proposal to review and revise the Bylaws was moved and seconded 
Council members are asked to read bylaws and make suggestions for changes/deletions.  Please have solutions in hand at the next meeting. 

Staff Council members removed: 
Marco Obaid 
Martha Murry 
Janice Maddox 

Council debated over replacing members in the Professional/Technical Staff category.  Some members are concerned that positions may go unfilled due to lack of interest. 

Staff council meetings held every last Thursday of the month.  Meetings will continue throughout the summer. 

Committee Reports

Grievance/Sexual Harassment Committee

Nothing to report 

Staff Awards Committee

Robin Holliman reported that no one nominates in their offices.  Six out of 200 people volunteer each month.  Six people on committee needed to pass nominations to Staff Council. 

Traffic Appeals Committee

Meet once/year.  No reserved parking except for Head Residents, incentive parking, police vehicles. 

Character Committee

1 nomination last month.  Decision to eliminate committee.  Will finish month of April. 

Salary Committee

First must determine what the committee is expected to do. 
Discussion of Salary Scale 

Scale is adjusted for cost of living 
Creates salary levels which will “max” out 
Once the maximum is reached, further salary increases are not possible. 
Includes merit raises—once maxed out, no more raises 
Salary scale would be guaranteed with budget 

Committee must determine mission statement and goals.  The salary committee can only make a recommendation.  An outside consultant may be hired to review MUW’s salary situation. 

Staff Appreciation Day Committee

Nothing to report.  Meets after today’s meeting 

Benefits Committee

Proposes to call other institutions about benefits 
Possibility of a survey- must decide on who the survey will go to, and what questions to ask.  Plan on survey within the next six months. 

Health insurance is set-cannot change. 

Old Business

Yellow ribbons have been placed on campus by Sherry Honsinger—not paid out of Staff Council budget. 
Website updates 

Dr. Limbert-meeting planned for May 9th at 2:00 (changed to May 19, 2003 at 2:00) 
Questions distributed to Staff Council-have not received many responses 

New Business

Carol Morgan- preparation of MASCO letter for insurance coverage 

Review MUW Policy Statement—all questions, concerns and comment should be directed to Sherry Honsinger. 

Policy Statement on Faculty Salary Increases—staff are mentioned in first paragraph only.  Staff Council consensus to include staff throughout or allow Staff Council to create their own policy statement. 

Proposal for new Performance Evaluation.  Director’s Council has both changed the evaluation itself and the date when employees are to be reviewed.  Evaluations will occur on employee’s anniversary date.
